Can we re-open?

The president says we should start Phase 1 of re-opening the country state-by-state, when (among other things) a state reaches a "Downward trajectory of documented cases within a 14-day period" or a "Downward trajectory of positive tests as a percent of total tests within a 14-day period (flat or increasing volume of tests)." (Source)

Since I couldn't easily find this elsewhere, I've pulled together the data on states and how many consecutive days they have with decreasing numbers of positive cases (both as a count of cases and positive cases as a percentage of tests).
